Changing the very top of the website

How do I change the very top and side of my website? I change the theme but nothing is working. its the part right below the footer and above the header.

I want to change the color from pink to #ffff or white

That’s from your phone area, not from your store.

This is the app bar color for that app on that mobile operating system, aka meta theme color.

Not all apps observe that feature.
