Checkout page does not consider stock in current region but total stock instead

Hi there,

Our running store are having a problem when selling in multiple region. 
My case is: 
in US region, we have 5 items.
but others, we have -6 items (we use an app and there is a limitation) that make total quantity is < 0.
So we allow customer to add to cart at region US as it still have stock on US, but when customer checkout, the product become out of stock as it validate total quantity of all regions => it should only care stock in region US.

Is there any way to solve it ?
