Connecting to external database at registration?

Does Shopify allow for connecting to an external database, in order to ascertain whether the to be registered user already exists in an external database? (If the user exists in the external database, then the new Shopify account should be linked to the external database entry, possibly through some type of reference, e.g. customer ID)

Is that feasible with Spotify? Which coding skills are required to implement that?

I'm not formally trained in code to provide you with an exact solution to connect two databases together. However, I'm confident one of our Shopify experts would be able to accomplish this at a reasonable price.
