Cookie bar not showing after switching to Motion theme

Someone recently switched my theme to the Motion theme and since then I have not been able to display the cookie bar again. It used to work before. The theme's settings also have a cookie bar on. Any ideas about where that code may be?

Never mind. Someone had added display:none to the css file for this cookie banner.
