CSS inherited from html.js

Hi folks

Hoping someone can help as this is driving me crazy.

I'm just trying to do a simple CSS change on the 'letter-spacing' on the Dawn theme - reverting most instances to 'normal' rather than the 0.06 standard.

I have made changes to the ones I need to, however I've noticed that some parts of the website havent changed. When I look at the dev tools on the browser, its still calling the CSS with the 0.06, and not the 'normal' and in particular its says this CSS is Inherited from html.js.

I'm pretty new to this, so any help on why this is happening and how I can change it would be great!
