Customer's smsMarketingConsent does not get updated

The first issue is that inputting a phone number in the highlighted area does not update the phone field that directly belongs to the customer object.

This only updates the phone field inside an address of a customer.

However, the phone field that directly belongs to a customer does get updated if the customer is a non-signed-in guest.

 

The second issue is that even if I forcibly change the customer's phone field as a store manager,

the smsMarketingConsent field does not get updated by checking the checkbox from the screenshot above.

It stays as not_subscribed no matter what I try.

Again, this gets updated well to subscribed if the customer is a non-signed-in guest.

 

I think this is a bug because the expected behaviors do not work only when a customer is logged in but since I'm not getting any replies from my bug report I am posting it here, hoping for some reactions.

 

Am I missing something here, or is this a bug as I expected?
