Dawn Theme. Need to remove default Privacy Banner/Pop Up

Hi folks!

This is the same problem that had me stumped using my previous Minimal theme. I have just switched over to the Dawn theme but being V2, the solution isn't the same. I've already wasted way too many hours trying to find the solution myself, so here I am!

Below is the Privacy Banner/Pop Up that I want to remove. It comes up automatically when people visit my site. It is big and ugly and will scare my customers off. Please help me remove it?

I am comfortable entering whatever code I need to to remove it, I just need to know either where to look or what code/where to place it! I can't believe there isn't anywhere to switch this on or off?! Maybe I just missed it?
