Different cart functions for different markets

Hopefully this will be straight forward enough to achieve.

Currently on my theme I'm running the cart drawer when someone adds something to their bag, it pops out from the side.

I'm wondering if there's any way that if someone is in a different country, i.e. in a different market, I can change this behaviour to go straight to the cart page instead of the cart drawer popping out from the side?

Any help would be much appreciated.
