Disable Auto-reduce items in cart feature on out of stock items.

Hi,

I am hoping to be able to disable the feature which reduces a customers item quantity for the correct amount available by the time they reach the checkout form.

If they are attempting to buy 4 items, add to cart and begin filling out checkout, they may not have noticed the available quantity has changed from 4-2 (if others completed their checkout moments before). 

We run a store with items that sell out quickly after released and noticed many customers disappointed to think they had 4 or 5 items just to discover the quantity changed right before they clicked complete order.

Is it possible to disable this and instead not allow them to move to the next step if the quantity they choose is out of stock?
