Does hydrogen allow for section building?

Our customer wants to have a Custom Built design using Hydrogen which is fine, but one of the requirements is for the customer to be able to go onto their store and Add a new Page, then select components that have been built by us in Hydrogen to that page.

As I am unable to test to see if these requirements are possible. I was wondering if anyone could shed some light on if this is achievable.
