I am trying to turn on email automation to get a welcome email with discount code started. However whenever i attempt to turn on the automation workflow i receive this error:
There are changes in the automation workflow that are required before you can turn on this automation. Edit workflow to continue.

Hey there, @pommom92! I'm so sorry for the delayed reply here! I actually thought I had replied to you regarding this topic already regarding a solution I believe to have found, but that must have been with a different user. That's no excuse for how long it's taken me to get back to you here, though! I hope that you've been well, and that your business is thriving!
So I've actually done a lot of flow testing in the months since we've last chatted around these email automations, and I believe I've determined the issue with your flow here. There doesn't appear to be a 'condition' or 'check' step between your two trigger steps at the start of your flow. This is why, when clicking the link in the message, one of the steps is highlighted in blue!
I recreated your flow and found success using this 'condition' step between the two trigger steps at the start of your flow. I have screenshots attached below:
Now, this 'condition' step once checks if the user signed up via the checkout, but you can assign additional checks along this step step in the flow to check for all of the other methods in how someone can sign up for your email marketing.
The addition of this check should address this vague error message. Give it a try, and let me know how it goes! If you've already resolved this issue since the time you've last posted, no worries!

Interesting situation you have here! To set some expectations, we're unable to authenticate folks in the Community, so I'm not able to access your account to see this specific errors myself.
When this error appears on your screen, is there anything that you can click on within the error messages wording that leads to where the change needs to be made? Errors within the admin often include hyperlinks; is there one located within this wording you're receiving?
Feel free to follow up with me here when you can! Once I have some additional information, I can check in with some other folks internally to determine next best steps.

And i am taken to the workflow to edit, however, it doesnt show me what the error is nor have any error messages once I am in the workflow, so I am not sure what to edit. I also started a new workflow and attempted to turn on a new one that i have no edited and i get the same error message.

Are you able to send me a screenshot of what your automation flow looks like? I'd love to replicate it in my own store to see if I can replicate the error, or better investigate where your error is appearing!

I too am having this problem. Any information on how to resolve this?
I'm not going to say I have a solution for this, but I had a similar problem recently. We had some issues with our discounts codes giving incorrect discounts. In the process of turning them on and off to get them configured to work together properly, it inadvertently broke our email automation. Check to make sure that the discount code is still turned on, and then go to the email automation and just "resave" it. Sounds dumb, I know. But I changed nothing in the workflow itself, just basically opened it and clicked "save" again.
