Header primary navigation has two different renders and links when refreshing the page.

For some reason, the previous freelancer who work on the header produced a bug where the primary navigation of the header is being render differently each time the page is refresh (see video). How would I go about fixing this issue since the freelancer is no longer available. If you guys need more information let me know thank you.
