On my website I want customers to be able to submit a request for the purchase so It can be reviewed before the customer is charged. how would I do that?

What I understand. For example, In your store, customers submit requests. When you receive a request, You will be able to identify which customer you want to charge or not?
For, that you have to create a private app. Because you need a custom form for the user, using the app you will able to see what customers submit a form.
App requires many things you need to server to deploy your private apps etc..
