How can I add a 'Request a Quote' button on the cart page?

Greetings, everyone! I could use some help with customizing the Dawn Theme. My main objective is to incorporate a "Request a Quote" button for the products in the cart. I'd like to avoid using any paid apps for this purpose. Is there a possibility to achieve this through custom coding? One idea is to integrate a Contact Us form that captures cart items and can send an email. I'd truly appreciate any assistance!
