I appreciate the context that you have shared with us as that is very helpful.
As Shopify is a platform that hosts online businesses, we do not manage or ship the orders ourselves. In this case, since you have specified that you cannot get into contact with the business that you made the purchase from. I believe it would be best to speak to your bank or credit card company (depending on how you made the purchase) and bring this to their attention. They will have processes aimed to retrieve your funds for the online purchase.
With that being said, if you suspect that this online store is operating on the Shopify platform and is violating our Terms of Service and/or our Acceptable Use Policy you can file a report with the merchant here.
