How can I change the browser URL field color for all devices?

Hello, I am trying to change the Change Browser URL Filed Color from white to pink. I have entered the color code in <meta name="theme-color" content="#FEB3D0"> via /layout/theme.liquid - however the color has only changed on mobile devices, it has not changed on tablet or web. How do we extend this to all devices?
