How can I create a parallax effect on the Impulse Bold theme?

I am designing a site with the bold version of the impulse theme. In the demo store before purchasing there is a parallax at the bottom. So I thought I could add this effect but can not figure out how? I have tried creating a new section and using various tutorial codes but none function correctly. I noticed in the assets code it is theme.css.liquid instead of theme.scss.liquid ... Does anyone know how to create the parallax effect on this version? I am new to this. Thank you for any help.
