How can I create a rupee 1 store with a 99 rupee shipping charge?

Hi

I have a unique requirement to create a sale with products at rupees 1 which will add rupee 99 as shipping during checkout. In short its called as rupees 1 store. The bullet points for this requirements are :

1. Every product in this collection will be of rupees 1.

2. A customer can purchase only one product at a time valid for a customer only once.

3. It will charge 99 rupees  as shipping.

As per my analysis i have found out that it will be difficult to handle multiple products  in a cart when we are using this type of sale as two shipping profile wont work easily.

Any help or suggestion would be appreciated!!
