How can I issue a refund greater than the purchase price?

Hi - one of our overseas customers was unexpectedly charged import duty of more than the price they actually paid for the item itself. We want to refund them this amount, but are limited to a refund amount of the price paid. Is there any way we can issue a refund for a higher amount? Any help much appreciated. Thank you.
