Stores on shopify are like stores in a mall.
Any transactions need to be handled through the parties involved in that transaction.
You, the store and your payment method.
For banks, credit cards, and paypal they have methods to dispute a payment even old ones.
Reach out to your payment provider.

Do you have the website url of the store owner you purchased from?
Yes, but it doesnt work anymore. When i click on "contact support" it redirects me here. Also when try to reply to the mail of the owner it says "the adress doesnt exist"
Am sorry I know how you might have felt buying a product and not getting it delivered.
I would have said the store was having issues with Shopify but considering their email adress not available also that's means that store is fake.
There are stores that are fake at times where you order and customers don't get their products am sorry about that you might not be able to get a refund on that site.

So an owner may create an account and sell items here but its a fake acc? Nothing shopify might do i guess?
Shopify do deactivate accounts like that and I think their store got deactivated when Shopify received notifications and reports from other customers
