How can I move my Banner button? (Shop All) button

I'm having a bit of trouble moving my button and my rich text on my main page. I saw that it was not possible to move them without coding, the site just doesn't let you do that. I'm looking for code that let's me move my 'Shop All' button to the bottom of the banner, and code that let's me move the text next to the button which means "Welcome" to the top of the banner(Above our logo). Thanks.

I haven't been able to do it, I put it in theme.liquid and not matter where I put it the same thing happens - it doesnt move where I want it to move to.
