How can I prevent my announcement bar from resetting on page change?

 hello all, 

I just have a technical issue I’m not sure if anyone can help me. The announcement bar I have below the header is an app called magic announcement or something like that. it is a time delay announcement bar and goes through three lines of text every 5 seconds. The issue is every time you change pages it reloads the announcement bar back to the start message. I was wondering if there was any way of having it so it’s like the top bar where it doesn’t change and can flow through the announcements undisturbed by changing pages. The announcement bar is on every page. Thanks
