How can I reduce US to Canada shipping costs?

Has anyone found a cost-effective way to ship from the US to Canada? My customers are getting charged additional tax and duty in some cases but not all. I have tried to work with Canada Post to figure this out and was told it depends on whoever’s working at the time which doesn’t seem like a correct answer. UPS also charges Extra nautical additional fees. Any thoughts?
