How can I resolve PayPal's default address issue for gift orders?

Hi there 👋 hoping someone can help. I had to disable PayPal because Shopify was defaulting billing address as the shipping address. This impacts my business because my products are often gifts and have code that pulls customer name to display who sent gift. So for example: Sally buys Jen a gift and uses PayPal. Billing address and name defaults to Jen's info. so when Jen views gift message, it's saying From Jen (which is herself). 

I feel having PayPal will help with conversions but both Ship Pay and PayPal is screwing this up for me. How can I work around this?
