How can I set up cash on delivery only for pick up?

Hi,  I'd like to add cash on delivery as one of the payment options for Pick Up. However, I don't want to have cash on delivery as an option for shipping.  I haven't managed to figure out how to set up COD only for pick up and not shipping. Any help would be appreciated.
