How do I decrease the size of the FDA Disclaimer and keep my footer on a seperate level?

I want to format my footer so that the ABOUT US section sprawls width wise instead of vertically and sits above the FDA DISCLAIMER. I also want to decrease the font size of the FDA DISCLAIMER. The end goal is to have these two elements both in the footer and stacked one on top of the other. How can I achieve this. website: britlynbudbox.com
