How do I sell fabric by 0.25 meters?

I can only seem to sell fabrics by the meter starting from 1 meter,2 meters, 3 meters etc. I want to give them a choice of buying from 0.25m and the 0.50m, 0.75m etc. Nobody wants to just buy more fabrics than they need for a project. Its odd that such a simple feature isn't already a part of Shopify. 

Also is there a way for me to a let them add a paid Swatch , Fabric sample if they need one?

You cant put fractional quantities in Shopify, but there is a workarounds. Here is one of them. Take a look at this solution.
