How does Shopify's HS Codes API determine country-specific codes?

Hello, I would like clarification on HS codes in Shopify. On the product page, you can specify the country of origin and the harmonized system code. The inventory endpoint returns country-specific harmonization codes. Where do these codes come from? Is there an underlying system that provides a country-specific code based on the one you provided when creating the product?
