How to add a “hook” in cart that offers a discount

Hello! 

I am trying to add a “hook” to increase conversions. This hook is basically a sentence under the checkout button in the cart that would say something like “use code ******* at checkout to save XX%”

Always backup themes and files before making changes

For debut this would be in sections/cart-template.liquid around line=299 under the checkout buttons and their containing div's .

<p>use code ******* at checkout to save XX%</p>
