How to enable a conditional 'buy it now' button after consultation?

Hello, hoping to get some help on an issue I am having.

I have a select number of products within my range that legally require the buyer to have a consultation prior to buying.

I was hoping there was a solution where the "buy it now" button is grayed out until you tick a box to say you have had your consultation. 

- Ideally the tick box will be on the product page (not the checkout).

- Along with the tick box would be good to have some text and a link to email to book a consultation.

It can be possible by expert coding. If you don't have liquid coding experience then you will don't understand. Better hire an expert.
