How to enable blog comment notifications and subscriptions?

Hey! I am back with another blog issue. I realized that I don't get any notifications of when someone comments on a blog post and I can't seem the find the setting to enable notifications. Can anyone help?

Also, is there an option to for people to subscribe to the blog only (not entire website) so they can get notified immediately when a new post is up??
