I’m just trying to let my customers be able to leave notes about certain items I will have listed. Like initials or certain colors I may not have listed.

‘Order notes’ aka ‘Cart notes’ are usually a theme-level setting for the cart page. You can find that under settings-> cart-> enable cart note.
Keep in mind that this note would be cart/order-wide and not specifically about individual items (which I recognize you are looking for, forgive my over-explanation 😊).
Line item properties are probably what you're after. They're used to record customization information about specific products in an order. Line item properties are specified directly on the product page.

Like @Benjamen mentioned, this setting is dependent on the theme you're using. In most themes you can find it by following the steps they explained (settings > cart > enable cart note). However, with some themes the setting may be located in a different spot, or not available. If you let me know which theme you're using, I can take a look into it further on my end to find that setting for you.
If you offer customizations on products you may also want to consider using a third party product options app to assist. These apps can help your customers see the customization options that are available to them. It can make it easier to select the customizations they'd like as well. You can find a list of product option apps in the app store here if you're interested.

An alternative solution for you to consider is leveraging the free Easify Product Options app. This app allows you to add text fields for customers to input initials (using Text Box or Text Area option types) or display colors for selection (using Color Swatches) directly on the product pages. Incorporating these options on the product pages could potentially enhance the overall user experience. This approach may be more effective than allowing customers to add notes on the cart page, which could easily be overlooked.
