How to have a separate image for mobile on Down Theme 15.1.0

Ideally, I would like to have one image for desktop, and then 2 stacked images for mobile with the text over the bottom image. I can use the container if needed for the text in the bottom image on mobile.

I'd like this for desktop (it's all 1 image) 

and then this for mobile but with the text on the second image, not the first. If this isn't possible I can just use the container option on mobile but then I still need the desktop image to be different.
