How to make cart notes reappear at checkout?

Link to cart page (need to add something to cart to see cart notes): https://empiricalwater.com/cart

Notice when you add a product to cart, there's a box for Order Notes. I need the user's entered order notes to reappear at checkout, so that the user feels sure that those order notes are being submitted.

Can this be implemented?
