How to make terms and conditions acceptance mandatory at checkout?

I have been trying to add at the chekcout basket a button for terms and conditions, which I managed, but it doesn't say "obligated". Customers can check out without choosing to accept the terms and conditions. How could I fix it with the help of coding?
