You can follow these steps: 
1. Go to Online Store->Theme->Edit code

2. Open your theme.liquid file, paste the below code before </body>

<style>
.site-navigation .navmenu-depth-1>li>a, .site-navigation a {
  font-size: 14px;
}
</style>
