On mobile it looks great, but that image needs to be smaller on desktop. I tried reducing resolution and it just got fuzzy without actually getting smaller. How can this be done?

Inside Shopify Admin, you can go to Edit theme code, open file base.css and add this code at the bottom
.article-template__hero-container {
max-width: 726px !important;
}
The result

Thanks, but this is cropping the image. Is there a way to scale down the image without cropping it?

You can try this code by following these steps:
Step 1: Go to Online Store->Theme->Edit code.
Step 2: Search file theme.liquid
Step 3: Paste the below code at the bottom of the file -> Save
<style>
#MainContent .article-template__hero-container {
max-width: 700px;
}
</style>
