How to remove discounts after reaching the usage limit in Shopify?

Hey guys, I'm wondering what the expected behavior for removing discounts is in Shopify.

So I have a subscription contract that had a shipping discount where we limit usage to 1. After this is used up, we leave the discount because we now get a rejectionReason of "USAGE_LIMIT_REACHED". Now when we try to add a new shipping discount, we get an error saying "Contract draft can have only one shipping discount".

I'm assuming this is because we "have" a discount in contract. But my understanding is that because the existing shipping discount is used up, it shouldn't be counted. I'm wondering if this is a bug or you guys recommend us to delete the discount when the usage limit is reached.
