How to set fulfillment location based on shipping method?

Hello, I have a specific requeriment to implement.

I was wondering if there's a way to set a fulfillment location based on shipping method selected.

I tried using order routing location rules, but cart info related to that is empty, and surely because is running before carrier services calls, and shipping method selection. Is there a way to implementing on-the-fly? like before order is created?
