How to set the image for the color variant only

There are 2 variants:

Color: Black, Pink, Blue

Size: Small, Middle, Large

By default, Shopify only can set variant image for [Black/Small], [Black/Middle], the combined options

How to set variant image for Color [Black, Pink, Blue] only, or is there any Shopify App that can do this

This can be done by customization. You need a developer to do this to write the code.
