How to show an announcement bar if visitor came from a url with a discount code applied?

Hi! I'm trying to figure out the best way to determine if the visitors/users has a discount code applied and if so display an announcement bar telling which benefit they will get. Is not possible to access cookies from liquid template so how could I do that?

Example: visitor came to example.com/discount/OLAVO10OFF

Behavior: Display the announcement bar with the text "CODE OLAVO10OFF APPLIED. YOU WILL GET 10% OFF IN YOUR NEXT ORDER (the discount will be displayed in the checkout)"
