Image overlay opacity not applying to mobile on Dawn theme

On my store (Dawn theme) the image overlay opacity toggle that I use on the image banner of the homepage applies an opacity based on the percentage you set. This is only applying an opacity on desktop and not mobile. 

I know have a transparent header so I need the opacity to be applied on mobile as well. 

There is no mention in the settings that it will apply to desktop only. So it seems like a bug of some sort.

- The error occurs because your banner structure is changed when the screen size is less than 750px.

- When the screen is under 750px, your banner content moves below the frame containing the banner image, resulting in a change in structure. This is affected by whether you previously had any code to customize the display mechanism or by the 3rd party app you use.

To fix this, you need to check the code you custom added, or contact the 3rd party app you use.
