Is admin performence metrics are only update for Live Apps in Shopify partner dashboard?

Hello, we are developing an admin app for shopify and we need to be sure the app fulfills 'Built for Shopify' performance criteria. but in our Apps admin performance(Insights->Admin performance) data is empty to check this. I want to know if these performance data only gathered for live app only or do I need to fix something in our development app?
