Is it not possible to subscribe and use the free trial of an app if you're in a development store?

Title. We really need the store to be in development first. I'm having an error of "The shop cannot accept the provided charge."

As some of the apps are developed by third-parties, it would be up completely up to the developer to decide if they want to offer a free trials for development stores. We'd recommend taking a look at our list of partner friendly apps.
