Local Pickup Hiding Unless Item in Cart

I just want to disable local pickup locations UNLESS a certain item is in the customers cart.

For example, if I add MILK to the cart, it should just show shipping options.

UNLESS

I have added a local pickup subscription item to my cart, then the Local Pickup option should appear.
