New Customer Account having Static OTP Login

I have an eCommerce site on Shopify with a Flutter app using a web login portal and APIs for access tokens. I want to create a new customer account with a static OTP, given we’re using Shopify’s default login system. We plan to deploy our app on Google Console and need it verified. Since we can’t use traditional email/password login, we need to implement a static OTP for new accounts. How can we achieve this and ensure the review team can access the app's restricted features?
