No products track inventory but "inventory issues" "out of stock" when customers are checking out

My store started showing "inventory issues" Out of inventory or "out of stock" when customers are checking out and I am not tracking inventory. I tried tracking an inventory and setting it at 199999 items. The error still exists. I had two locations but I deleted all but the first one when everything was working. The check out still refused the customer's account to go to checkout.

Also I tried this with several customers.

I made sure all stock items are not tracking inventory

Tried store on Safari, Chrome, Firefox browsers
