Redirects with apostrophes or single quotes not working

We're trying to move over to Shopify and set up our site. We're setting up 301 redirects and those with a single quote (') character are giving some problems.

On import the apostrophes are converted to %27 probably by some url encoding function. That is fine. But the redirect does not work whether you use %27 or ' in the url.

This is not a cache issue. I have cleared the cache. In fact, if I set up a new redirect with a %27 in the address, it also does not work.

Any ideas?
