How can I deactivate the hover effect on mobile for my add to cart button?

Hi, I need help trying to remove the hover effect on my atc button for mobile. When m people come use my shop they need to press the atc button twice in order for it add to cart. I've seem some code that could work but I don't know where exactly to place it at. If someone could assist me with this I would appreciate it.
