Replicating another site's function (side to side scrolling)

To start off, there's this site, https://bloomingkoco.com/ , and by the top is a row of circular images leading to brands. if the browser is restore downed (a window made smaller), the images can be manually dragged from side to side. I'm trying to see if I can replicate that in any way. I asked PageFly support but that exact function isn't able to be replicated with what they have. I'm seeing if I can get this feature through some other way or by using another platform.
